This shopuld not be an option, to fine parents would just create a wrong attitude towards the school.
I would not recommend this action

I think they hould, it would get them to take more of an interest in hw there child is doing in school and possibly the teacher could show them way sthey can help there child. It should be at least one parent shos up or has a seperate meeting with the childs teacher.
