This can only be opinion but... I say NO. Mobiles are a distraction to students and teachers alike, they encourage fashion jealousy between students, they can be and are used to cheat in tests and exams, they are used in the "happy slap" trend common in the UK, they are used to encourage disrespect towards teachers - there have been instances of students goading teacers to get a reaction which others will then film and post on-line.

In short they are a nuisance and shouldn't be alowed on school grounds, if a student has a problem they can use a phone in a school office or one of the pay phones around the school grounds. There is absolutely no need for a student to have a phone on their person while at school.

I've read about American schools where mobiles are collected as students enter school grounds and then returned at teh end of the school day, this seems the most sensible option to me as it means that they have the security outside of school of being able to contact people.
