It's a form of check and control for the government. They cannot (and rightly so, should not) deny admittance by gender, ethnic heritage, race, religion, creed, political affiliation, sexual orientation etc. The government must respect all peoples. In return, peoples wishing citizenship must show competence and respect for the country they wish to be naturalized in, so as to not take what freedoms and liberties the U.S. has for granted.
