There are no educational standards or requirments for ANY political position, BUT you don't get to be in a senior political position without a) money and b) intelligence. It goes without saying that to reach a high political office you must have more than the average amount of grey matter upstairs.
To get elected to any political position only needs you to persuade enough people to vote for you, you don't need any qualifications for that.
As I understand it in America the only requirements needed apply to the President - he or she must be an American citizen (naturalized is not good enough) and have a clean criminal record and be over the age of 35. Apart from that anything goes.
Theoretically the UK Prime Miinister could be 21 (age of majority), left school at 16, have a criminal record and 14 kids from 6 different women/men, it wouldn't matter regarding holding the office but no-one would vote for him/her. Same in America with a few differences.
