A "Tom cat" is the generic name for a male cat. So, yes, all tom cats are male just as a cow is female but a bull is male or a mare (horse) is female but a stallion (horse) is male.
The english language, unlike some other languages, has names for the different genders (sex) of species and names for the different stages of their development.
