He wanted a perfect world. Sadly, his means to arriving in his version of a perfect world meant to get rid of anyone and everyone who failed to meet his criteria of perfection.

His intentions were good, but how he went about it was bad. One of the three branches of normative ethics: virtue ethics (intentions), categorical imperative (actual action), and utilitarianism (consequence).
