No, up to now the only country that ever put someone on the moon is the USA. Russia and China have/had the capability to do it but have not or did not attempt it.

China has said it will try in 2012, Russia will probably follow Americas lead as NASA intends to go back to the moon in 2015 - speculation on my part.
