Yes, resumes should always have a cover letter. This is your opportunity to show your personality and point out some of the highlights of your resume. It is more professional and should include and introduction paragraph that states what job you are applying for within their company, a paragraph on your strengths and then a short paragraph explaining your availability for an interview and excitement about the position.

Cover letters are very popular and are considered a profession look.
I suggest you do, but as a extra bit of difference, give him a disposible memory stick also with the resume on it.

Makes the desk of whom ever you send your resume to look neater too with a single cover sheet covering your details.

Just make sure that you still use resume paper for your cover letter. Also the cover letter will be specific to the job you are applying to, so you will have to write a different one each time you apply.

Always Include a coverletter with your resume as it is the first which is going to be read.
