Chances are she can't date yet. The best way to start out any relationship is to be friends and see where it goes. So, no, I'd say don't ask her out, but be her friend.

same advise is still good. Be a friend first. Dating for the sake of dating is generally a bad idea as the relationship tends to focus on the body instead of the soul.

she really had that much of an effect on you.... i say go for it! She might be young but where i live the, youngest these kids can date is 10, (yeah i know!)
