All films are a form of cinematic or pertaining to moving pictures whether they have sound or are in the case of Charlie Chaplin, silent. All of Chaplin's early films were silent, however, he did add music and a certain amount of sound effects to his movie "City Lights" which came out in 1931---two years after the first sound debut in 1928. His movie "City Lights" was considered an extra special novelty just due to the fact that as far as speech, it was still a "silent movie".

As a opinion that they are cinematically good? then yes they are. Chaplins films pushed the boundrys as art works when they were made. Chaplins crew introduced some filming tchniques which are still used today, including the rail that camera move along.
