Solphyllex is classified under expectorants. It contains bronchodilators and other substances that lessens muscle spasms which makes you cough. So in addition to expelling the phlegm, it also soothes your cough.

any cough syrup is a cough depressant. the purpose of a cough syrup is to rid your cough, therefor cough depressant. HOWEVER check the label to see if it says anything about being and "expectorant" as the article above touches on.
