When you add salt or any other element that will dissolve in water you are increasing the density of the liquid, in this case water. Heat is transfered better dependent on the density of the medium. As you have increased the density of the water by adding salt to it, it becomes a better heat conducter and will therefore absorb heat better.
The effect will be that when you raise the temperature of one beaker of salted water and one beaker of unsalted water to above 100 degrees celsius (waters boiling point) the salted water will take in the heat faster, due to its' increased density, and boil faster thus it evaporates faster.

Yes, it will due to the salt adding additional heat to the water.
Water without salt is faster bacause salt traps water,so in the eavaporating process the salt is not helping it's slowing the process.Now in a slow cook process you prefer salt to help keep flavor and moisture in whatever you are cooking.
