since iraq is so small i think if we tried to take over it abigger country will declare war

Tut tut tut Babygirl - Iraq is a sovereign country no-one has the right to depose their government and remove their rights. If Iraq wanted to they could order all foreign powers out and there is nothing anyone could do THAT would start a real international war though and the Iraqies would never do that as they know they need international help at the moment. I am NOT going to argue about whether the invasion of Iraq (and never doubt, it was an invasion) was justified or not that is neither here nor there.

If the USA decided to remove any and all powers from the legitimate Iraqi govenment and take over the country, which is what I assume the question asker intended to ask then while I seriously doubt any country would actually take up arms against the USA other options would be used such as -

China could call in its loans to American businesses - this would cripple the American economy.

Russia, Britain, other EU (european union) countries and members of the UN (united nations) could veto any and all actions the USA puts before the UN - this would result in America being legally unable to justify any international actions it wants to do effectively neutering the USA and declaring its take over of Iraq illegal and subject to sanctions.

Many countries would automatically refuse to "buy american" and it is conceivable that many American international corporations would be attacked or people simply wouldn't use them. I personally will never eat McDonalds until they sort out the battery farms they use to grow chickens and cattle.

The ramifications of an American take over of Iraq would have consequences for global trade on a catastrophic scale as well as an upsurge in hatred and resentment for Americans which is already running extremely high. Sympathy for Iraq people in other shia/muslim/islamic countries and countries with poor American relations would soar and I'd guarantee that within a month you'd see a tactical nuclear weapon or dirty bomb set off somewhere in a major american metropolitan area.

Of course America will never (I hope) be so stupid as to take over the country of Iraq.
