As easy at it has become to secure performance enhancing drugs, even for students, it makes sense fo the safety of the athletes to randomly test. Stories abound about high school athletes taking steroids, human growth hormone and insulin without prescriptions. Students who see themselves as invincible need to have controls set up for them.
The issue of privacy is often mentioned in the argument against drug tests. Rights of privacy in school have already been challenged in issues like searching lockers and bags. If it has been determined that a student's privacy is not as important as his or her safety in those instances, that should go for drug testing as well.
