Are you with this person as a couple ?
Sound like someone isn't ready to settle down or is but has a routine schedual that he likes to keep with his mates. You may want quality time and take care and patients in the relationship as we all do, but there is only so much time in a day for people to fit in causual time with friends that is nessesary sometimes, even if sometime they say they are doing nothing. Occupy some of this persons time by calling on their mobile when they are out, but don't take too much time, say you miss them if you really do, I'm sure they do too, given that it's a genuin relationship.
If your not a couple , the person might just be the move, I know guys and even girls can be fast passed when it come to daily life. Try to get involved somehow, offer a friendly suggestion that they all hang out at your place or if you can go along instead one day.
